Small and medium enterprise financing is a type of loan to provide customers individually and/or non-individuals that conduct business legally so that businesses can expand their business operations and generate revenue.

For financing small and medium enterprises, there are currencies such as Riel and Dollar.

SME Bank has two types of SME financing: Direct Lending and Co-Financing.

Direct Lending is financing that SME Bank provides directly to small and medium enterprise owners in Cambodia.

  • Cambodia SME Scheme (CSS)

Co-Financing is financing in which SME Bank requires customers to apply for a loan from PFI that has signed an MOU with SME Bank.

  • Tourism Recovery Co-Financing Scheme (TRCS)

For customers living in the provinces, Bank does not have a credit service yet, but the bank has partners who can provide loans to customers through SME Co-Financing Scheme (SCFS) and Tourism Recovery Co-Financing Scheme (TRCS).

The SME Co-Financing Scheme (the “SCFS”) is to facilitate the provision of financing to registered and unregistered SMEs effectively and sustainably to support local small and medium enterprises; to increase economic diversification and expand export volumes, coherent with the policies set out by the Royal Government of Cambodia.

  • Maximum: KHR 2,000 million or USD500,000
  • Interest rate 6.5%
  • Tenure of financing 7 years
  • Purpose of financing: Capital expenditure or working capital
  • Legal Fees, Valuation Fees, Fire Insurance, Other Fees & Charges: No Charge fee

For SME Co-Financing (SCFS), customers can apply for loans from PFI. PFI has the following 32 institutions such as:

The Cambodia SME Scheme is to assist viable SMEs impacted by the economic challenges during the Covid-19 period. With Cambodia SME Scheme, it is envisaged that SMEs will have accessibility to financing at a reasonable cost.

  •    Maximum: KHR 2,000 million or USD500,000
  •    From 5.88% for registered businesses and under the priority list
  •    Tenur of financing: Up to 10 years for capital expenditure or 7 years for working capital
  •    Purpose of financing: Capital expenditure or working capital
  •    Type of facility: Term Loan 
  •    Currency of financing: KHR or USD 
  • Provide up to 80% of the collateral as hard title and up to 70% as capital with tax stamp    (assessed by the real estate company) (and provide up to 100% of the collateral in case the property is in the potential area and loan size not exceeding 175000 USD)

The CWES is to assist viable SMEs owned by women that are impacted by the economic challenges during this period. With CWES, we hope to provide women SME entrepreneurs better access to financing at a reasonable cost.

  • Maximum: KHR 2,000 million or USD500,000
  • From 5.50% to 6.50% for registered businesses or those under the priority list
  • Tenur of financing: Up to 10 years for capital expenditure or 7 years for working capital
  • Purpose of financing: Capital expenditure or working capital
  • Type of facility: Term Loan 
  • Currency of financing: KHR or USD 
  • Provide up to 80% of the collateral as hard title and up to 70% as capital with tax stamp    (assessed by the real estate company) (and provide up to 100% of the collateral in case the property is in the potential area and loan size not exceeding 175000 USD)
The CDAS is extended to young entrepreneurs and SME businesses engaging in digital and automation. CDAS is envisaged to assist viable SMEs affected by the economic challenges during this period for better accessibility to financing at a reasonable cost.
  •    Maximum: KHR 2,000 million or USD500,000
  •    From 5.88% for registered businesses and under the priority list
  •   Tenur of financing: Up to 10 years for capital expenditure or 7 years for working capital
  •    Purpose of financing: Capital expenditure or working capital
  •    Type of facility: Term Loan 
  •    Currency of financing: KHR or USD
  • Provide up to 80% of the collateral as hard title and up to 70% as capital with tax stamp    (assessed by the real estate company) (and provide up to 100% of the collateral in case the property is in the potential area and loan size not exceeding 175000 USD)

The Cambodian financial market is developing rapidly and approaching the saturation stage. However, most commercial banks and MFIs are introducing both cash-flow and collateral-based lending. In general, they required real-estate property such as land and/or building to be served as collateral. According to the feedback from the market, some small and medium enterprises (SMEs) are not able to get loans from banks or MFIs due to collateral requirements.

  • Maximum: Up to USD 50,000 or equivalent to other currencies
  • 7.5% for registered businesses under the priority list and 8.5% for unregistered  businesses or businesses under the normal list
  • Up to 5 years for working capital or up to 7 years for capital expenditure loans
  • Purpose of financing: Capital expenditure or working capital
  • Type of facility: Term Loan 
  •    Currency of financing: KHR or USD

The Tourism Recovery Co-Financing Scheme (TRCS) is created to facilitate small and medium business owners who have a business in the tourism sector. 

  • Maximum: KHR 2400 million or USD600,000
  • Interest rate: Up to 6.5% per year
  • Purpose of financing:
    – Capital expenditure (investment in renovation, modernization, and expansion, allowing for the construction of a new project that began before June 2021 but has not yet been completed and needs financing to complete the project to run a business )
     – working capital
  • Tenure of financing: 8 years 
  • Type of facility: Term Loan
  • Currency of financing: KHR or USD

For Tourism Recovery Co-Financing Scheme, customers can apply for loans from the PFI. PFI has 23 institutions such as:

The objective of the product is to support SMEs that are affected by COVID-19 to restart their business by offering more flexible financing with relaxing credit criteria. This is the strategic intention of SME Bank to restore SMEs Business to contribute to the economic recovery after the pandemic.

  • Maximum: Up to USD50,000 or equivalent in KHR
  • Minimum 7.5% 
  • Up to 5 Years
  • Purpose of financing: Capital expenditure or working capital
  • Type of facility: Term Loan 
  • Currency of financing: KHR or USD
  • Provide up to 120% of the Collateral

There are 2 types of Repayment modes: Equal Monthly Instalment (EMI) and Equal Monthly Principle (EMP)

  1. Businesses are on the priority list and normal list.
  2. Purpose of financing is for business only 
  3. Have a permanent residence 
  4. Loan with another bank, not more than 1 institution 
  5. Legal business documents 
  6. Good cash flow 
  7. Collateral (hard title or soft title with registration tax
  8. Loan up to 20,000 USD for customers who live in Phnom Penh.

Applying for a loan takes 2-3weeks to work with customers.

The bank requires customers to pay 2 types of fees: 1% of the loan and a fee for checking CBC.

If the customer payoff, the bank requires the customer to pay 1% of the loan.

The Bank requires a hard title or soft title with registration tax.

    • Photos were taken next to the road and land /house (3 or 4 pieces)
    • Take a photo from the front, the side, and the back (3-4 pieces)
    • Take a photo inside the house or land as collateral (3-4 pieces)
  4. Mark the Google map that may have a map number at the collateral location.

Working capital is the capital of a business used in transactions, trading, and daily use.

Capital expenditure is the operation to generate capital, such as assets, to maintain stability to serve needs and necessities.

1. Saving Account

2. Escrow Account

We offer escrow services to facilitate real estate investment for such purposes as home or land purchases. According to your instructions and the designated purpose for the account, we will provide safe and reliable fund escrow and transfer services.

Interest payment: Interest is accrued daily and paid out monthly to the account

The Online loan application is a loan application that operation via online. Customer can submit their information in the application and the approval will be checked. Applying for a loan online allows customers to complete the entire loan process from the initial conditions to the issuance of the loan without having to visit a branch.

Customers are required to fill in the following information:
